Authority is vested in the Union by the members who elect the General Council members. The General Council comprises of up to 240 members elected every four years from amongst eight sub-categories, namely:

From amongst the General Council members, an Executive Committee comprising 32 members and 2 cadres members are elected. The Executive Committee is responsible for the conduct of the business and affairs of the Union, subject to the provisions of the Trade Unions Act and the Union Constitution.
