SMOU Membership is open mainly to certified ship officers, subject to the approval of the Executive Committee.

The following types of memberships are available according to the Union Constitution:

1. Ordinary Membership - for Singapore citizens and Permanent Residents age 16 years and above holding a recognised certificate of competency as a qualified ship officer corresponding to any of the 8 sub-categories of ordinary members.
2. Provisional Membership - for persons who are serving at sea as cadets or apprentices, trainee officers and qualified officers who are non-Singaporean or non-Permanent Residents.
3. Associate Membership - for spouse and children of members and ship officers who are not eligible for ordinary or provisional membership under circumstances mentioned in the Constitution.

For standardized subscription fees of as low as $9 per month, Ordinary and General Branch members enjoy TWICE the Benefits and TWICE the savings as members will obtain both the SMOU and NTUC membership.
